Requests placed through this site are directed to service for Rockford, Illinois and the surrounding Winnebago County area, including Loves Park, Machesney Park, Cherry Valley, New Milford, Roscoe, Rockton, South Beloit, Winnebago, and Pecatonica. Nearby communities just outside the county — such as Belvidere in Boone County — can be described in a request, and the provider confirms whether the address is covered.
Coverage is confirmed per request, not promised per map. The provider — not this site — confirms that a specific address, surface, and job is one they will take, along with timing, pricing, and terms.
Why the city matters before anyone visits
Concrete rules are municipal. Rockford's 2026 fee schedule lists one Driveway/Sidewalk/Curb Cut permit category: $79 for one- and two-family properties, or $106 for 3+ family, commercial, and industrial properties, plus $10 per foot of curb to be cut. A separate right-of-way permit is $55, and additional right-of-way charges may apply. The City's public page does not expressly classify every private slab-lifting repair, so confirm the job-specific requirement with Construction and Development Services at 779-348-7174 when a driveway approach, sidewalk, curb, or right-of-way is involved. Loves Park, Machesney Park, and the villages each administer their own rules, and unincorporated Winnebago County parcels fall under county administration. Municipal boundaries in this area are irregular; the Winnebago County GIS map is the factual reference for which jurisdiction a parcel sits in.
Two statewide rules can apply regardless of which Illinois municipality has jurisdiction:
- JULIE locates (220 ILCS 50). For nonemergency drilling or excavation covered by the Act, the excavator must submit notice through JULIE before work begins. The ordinary notice window is at least 2 days and no more than 10 days; the Act defines how those days are counted. Emergency work follows a separate emergency-request procedure.
- Written contracts (815 ILCS 513). For covered residential home-repair or remodeling work over $1,000, the contractor must provide a written contract or work order for the customer's signature before work begins. The Act's definitions and exclusions still control.
